Why are my incoming messages being blocked as SPAM?

The spam filtering system uses registered black lists (RBLs).
Typically, a bounce like that occurs when someone's IP is on an RPL for spamming.
If people get dynamic IPs from their ISP, it's random.

Overall, the RBLs block 10,000-15,000 messages a day on our server thereby decreasing the load for SpamAssassin.
Since SpamAssassin is a software based filter, it consumes system resources to filter spam. If SpamAssassin processes all the spam that hits our server it can shut down the entire system in the event of a spam attack.
